Former RDC Hudu Hussein Declares Bid for MP Seat in Mbale City’s Northern Division

Former Kumi District Resident District Commissioner (RDC), Hudu Hussein, has officially declared his intention to contest for the Member of Parliament (MP) seat for Northern Division in Mbale City under the ruling National Resistance Movement (NRM) party.
The announcement came shortly after he picked nomination forms at the NRM Electoral Commission headquarters in Kyadondo, Kampala, on Wednesday afternoon, a bold move that marks his formal transition from civil service to elective politics.
A Deeply Emotional Departure from Public Administration
Hudu Hussein, who has built a formidable career in public service, told reporters that his resignation from the office of RDC Kumi was not an easy decision.
“I have resigned my position as RDC Kumi with a heavy heart and tears in my eyes because of the people in my area whose situation is not ok,” Hussein said.
“It’s government’s role to construct schools and roads, and if you have nothing that helps you earn income, you have to depend on government. So I have come to redeem Northern Division, and when I enter Parliament, I will work for my people and help them out of the tough situation as their voice.”
A Legacy of Service Across Uganda
Before his posting in Kumi District, Hudu Hussein had served in key administrative positions across the country, including as Resident City Commissioner (RCC) for Kampala Capital City and Masaka City, and as Resident District Commissioner for Yumbe District. His reputation as a firm, outspoken, and pro-people leader has earned him respect both within the corridors of government and among ordinary citizens.
“I want to help the President as I have always done to help the people of Northern Division access government services,” Hussein added, reaffirming his loyalty to the NRM leadership and commitment to service delivery.
Hussein’s declaration comes just two days after the NRM officially launched its expression of interest process for the 2026 general elections on 2nd June 2025. The ruling party has invited members from all corners of the country to pick nomination forms to contest for parliamentary, district chairperson, mayoral, and other local government positions.
According to Dr. Tanga Odoi, Chairperson of the NRM Electoral Commission, the exercise will run until 15th June 2025, with official nominations set to take place on 17th June 2025.
“Any member vying for a parliamentary seat must pay a non-refundable fee of three million shillings,” Dr. Tanga said, adding that the process had started smoothly and with a positive turnout.
Northern Division: A Key Political Battleground
Mbale City’s Northern Division is a growing urban constituency that faces unique challenges, including unemployment, poor infrastructure, limited access to government services, and youth disenfranchisement. Hudu Hussein’s entry into the race is expected to reshape the political dynamics in the area.
Analysts believe Hussein's extensive experience in local governance, coupled with his insider knowledge of government systems, gives him a strong foundation to address the constituency’s development gaps.
In his address, Hussein emphasized that his campaign would prioritize education, infrastructure development, economic empowerment, and government service delivery.
He said his goal is to ensure that Northern Division residents benefit from government programs and feel directly represented at the national level.
“I am not entering Parliament for prestige; I am entering to work, to lobby for my people, to speak for the voiceless, and to ensure Northern Division rises to its full potential,” Hussein declared.
With his nomination forms secured, Hussein now begins a critical phase of grassroots mobilization within the NRM, as party primaries are expected to be highly competitive across the country. If he secures the party’s flag, Hussein will face off with other candidates in the 2026 general elections, vying to represent one of Eastern Uganda’s most dynamic urban constituencies.
