The Electoral Commission (EC) of Uganda has officially concluded the countrywide exercise for the Display of the National Voters Register, a vital phase in the preparations for the 2025/2026 General Elections. The exercise, which commenced on 25th April 2025, successfully ended on 15th May 2025 across most polling stations.

According to a press statement issued by the Commission and signed by the Chairperson, Justice Byabakama Mugenyi Simon, the exercise aimed to allow eligible voters to verify their particulars and to identify anomalies such as the inclusion of ineligible persons on the register. The process is essential to uphold the integrity and credibility of Uganda’s electoral framework.

 

While the majority of polling stations completed the display on time, the Commission acknowledged that 620 polling stations experienced delays due to technical challenges during the production of registers. For these affected areas, the display exercise was extended to run for a full 21-day statutory period, starting 30th April 2025 and concluding on 20th May 2025.

The Commission made it explicitly clear that no further extensions will be granted for the display exercise. The period designated for the Special Interest Groups (SIGs) — including Youths, Persons with Disabilities (PWDs), and Older Persons — from 25th April to 8th May 2025 also concluded successfully.

The display allowed members of the public to report to the Display Officer individuals who should not appear on the register. These included:

Persons who have died

Persons below the age of 18

Individuals registered in a parish different from where they reside

Persons listed more than once on the register

Additionally, the EC displayed the names of citizens verified by the National Identification and Registration Authority (NIRA) who had not indicated their preferred polling stations, facilitating their assignment to appropriate stations.

Beginning 16th May to 26th May 2025, the Commission will display at Parish/Ward Headquarters the list of persons recommended for removal or inclusion by the Parish/Ward Tribunals. This 10-day display period allows any affected individuals to raise objections to the Tribunal.

These Tribunals are appointed by area Magistrates and consist of two elders (above 60 years) — one male and one female — and three other members appointed in consultation with political stakeholders. The Tribunal will make final decisions on inclusion, deletion, or correction based on public input.

Once all returns and Tribunal decisions are consolidated, the EC will prepare the final National Voters Register ahead of the June 2025 elections for SIG Committees. These elections mark the first phase in Uganda’s 2025/2026 General Elections Roadmap.

The Commission encouraged all registered voters to verify their registration status online at https://ec.or.ug/register and reaffirmed its commitment to transparency and accountability in all electoral processes.

Justice Byabakama appreciated the contributions of political parties, civil society, and citizens in mobilizing public participation during the display period. He urged all stakeholders to remain engaged throughout the roadmap to ensure free, fair, and inclusive elections.

The Electoral Commission emphasized its determination to carry out all electoral activities as scheduled in the official roadmap.
