In a significant diplomatic engagement marking Uganda’s deepening ties with emerging global powers, Hon. Gen. Odongo Jeje Abubakhar, Uganda’s Minister of Foreign Affairs, delivered a strong statement of commitment and solidarity at the BRICS Ministers of Foreign Affairs Meeting held from 27th–29th April 2025 in Rio de Janeiro, Brazil. Representing President Yoweri Kaguta Museveni, the Government, and the people of Uganda, Gen. Odongo expressed profound appreciation for Uganda’s invitation to join BRICS as a Partner State.

In his address to BRICS Ministers and invited dignitaries, Gen. Odongo hailed the historic moment as a "great milestone for Uganda," acknowledging the deep and enduring relations Uganda shares with the BRICS member states — Brazil, Russia, India, China, and South Africa — and other partner countries. He emphasized that Uganda’s participation in the meeting symbolized not only a diplomatic breakthrough but also a strategic step toward advancing the collective voice of the Global South.

“Uganda is humbled, excited, and proud to be part of BRICS,” Gen. Odongo said. “We are ready and committed to make a great contribution to the goals of the BRICS.”

The Foreign Minister highlighted the evolving global landscape marked by socio-economic upheavals, geopolitical tensions, and the erosion of multilateralism. In this context, he asserted that BRICS has emerged as a necessary and effective platform to defend and advance the interests of developing nations.

"The increasing polarization in world trade, tensions in the geo-political spheres, and the threatened role of multilateralism all help to amplify the greater need for frameworks like BRICS to stand out firmly as the voice of the Global South," he remarked.

Hon. Gen. Odongo also paid tribute to the BRICS founding members, praising their foresight and visionary leadership in establishing a coalition that is now welcoming new members and partners. He lauded BRICS' openness and dynamism, noting that this adaptability is a clear indication of the framework’s global relevance and potential for expansion.

In reaffirming Uganda’s commitment, the Minister stressed that the country would actively participate in BRICS activities, contribute meaningfully to its objectives, and work diligently to promote the collective aspirations of its member and partner states.

“Without appearing to be Oliver Twist, Uganda is looking forward to becoming a full member of BRICS,” Gen. Odongo candidly added, underlining the country’s aspirations for deeper integration within the bloc.

He concluded by extending Uganda’s heartfelt appreciation to the Federative Republic of Brazil for the warm hospitality and excellent organization of the meeting. He particularly thanked Mr. Mauro Vieira, Brazil’s Minister of Foreign Affairs, for the gracious invitation and exemplary leadership during the proceedings.

Uganda's presence and active participation in this high-level BRICS gathering underscore its commitment to redefining its place in a multipolar world and its readiness to engage with strategic alliances that advocate for equitable global development.

As BRICS continues to expand its influence and welcome more partners, Uganda stands poised to play a constructive role in shaping a more inclusive, balanced, and resilient international order.
