Bouncers Demand Government Recognition and Support to Boost Professionalism and Economic Contribution

The Uganda National Bouncers Federation (UNBF) has urged the government to formally recognize, regulate, and support their profession to enhance its value and legitimacy within the national economy.

Speaking during the 14th National Development Policy Forum at Serena Hotel, UNBF President Mr. Umar Bulega made a strong appeal for bouncers to be acknowledged as an essential part of Uganda’s evolving creative and security-related sectors. The forum brought together key stakeholders including policymakers, artists, entertainers, and members of the private sector.

Mr. Bulega highlighted the challenges facing the profession, particularly the widespread lack of training and the informal nature of most bouncers’ operations. He noted that without proper regulation, the public is exposed to risks, and the reputation of the profession suffers.

“There are many people working as bouncers across Uganda without any formal training or legal recognition,” he said. “We are calling on the government to set up a licensing and regulatory framework to professionalize this work.”

He emphasized that such a system would not only improve standards and accountability in the field but also create opportunities for economic contribution through taxation.

According to Mr. Bulega, the current lack of oversight makes it difficult for the federation to enforce ethics and training among those outside its membership.

He also pointed out the untapped potential of the industry to create employment, particularly for the youth. “Our role goes beyond event security it’s about promoting public safety, supporting youth employment, and ensuring professional respect,” he added.

Responding to the call, Dr. Joseph Muvawala, Executive Director of the National Planning Authority (NPA), acknowledged the concerns raised and assured participants that the government is willing to engage.

“We understand the importance of all professions in our development journey. Bouncers and other players in the creative sector are integral to our social fabric and the events economy,” said Dr. Muvawala. “We will collaborate with the relevant ministries to find sustainable ways to support and integrate them into national development policies.”

The forum closed with a unified call for inclusive policies that support all sectors contributing to Uganda’s progress. The bouncers’ appeal underscores the need for government recognition of emerging professions that remain largely informal but play a crucial role in modern society.

Bringing such sectors into the formal fold could help drive employment, improve service standards, and boost public safety across the country.
